Work Force Housing Fund
The CAAR Work Force Housing Fund (WFHF) was created in 2004 to address the need for affordable housing in local communities. The WFHF aids teachers, nurses, police officers, and fire fighters by providing financial assistance with the purchase of their homes.
The program is administered by the Piedmont Housing Alliance (PHA), based in Charlottesville. PHA solicits and collects applications, then reviews each against a set of basic criteria making awards based upon that examination.
To qualify, an individual must:
- Be employed as a teacher, fire fighter, nurse, or police officer in our area
- Meet standard Virginia Housing and Development Authority (VHDA) criteria.
- Purchase a home in the same jurisdiction in which they work.
- Be a resident of the City of Charlottesville or the counties of Albemarle, Fluvanna, Greene, Louisa, or Nelson.
The financial assistance from the WFHF is applied through a down payment loan. When the recipient sells the home, they return the loan to the fund, plus 6% of the original investment. The program is so successful that the U.S. Conference of Mayors and the National Association of REALTORS® designated Charlottesville a 2005 Ambassador City in recognition of the CAAR Work Force Housing Fund.
